As in health this area is poorly attended to by most 3rd
world governments- each time they site lack of funds.
There are cheap ways to solve these problems if governments,
NGOs, and several agencies would allow neutral people
like consultants to study the problems. A great deal would
be achieved if consultants handled some of these. The
shortage of these deny the 3rd world of large scale employment
of their citizens. Without electric power there can be
no industrialization. Without reasonable communications
also there is little to be expected in commerce and industry.
These are very high cost items but like most others there
are simple programs to start from easily and cheaply if
Pacific Group Consultants professionals would handle them.
